What is Fly Tipping?

fly tipping01.jpgFly tipping is the illegal dumping of waste. It can vary in scale significantly from a bin bag of rubbish to large quantities of waste dumped from trucks. Fly-tipped waste may be found anywhere, such as roadsides, in lay-bys or on private land.

Fly-tipping is a problem because:

  • It is estimated to cost £100-£150 million every year to investigate and clear up, the cost falls on taxpayers and private landowners.
  • Fly-tipping poses a threat to humans and wildlife, damages our environment, and spoils our enjoyment of our towns and countryside.
  • As with other things that affect local environment quality, areas subject to repeated fly-tipping may suffer declining property prices and local businesses may suffer as people stay away.

Who the course is aimed at

This course is open to Local Authority Environmental Crime Teams, Enforcement Officers and Commercial Investigators who undertake investigations into fly tipping by covert observation or by using rapid deployment covert camera systems.

What the students can expect

fly tip cam.jpgOver the two days, skills are taught that are necessary for gathering evidence by covert means, using technical covert camera systems sited in areas that are frequently used by fly tippers.

It is expected that delegates will already possess an understanding of Authority under the Regulation of Investigatory Powers Act 2000 and enforcement under the Environmental Protection Act 1990. This training is supported by the legal aspects of the continuity of evidence in a manner that is acceptable to the Courts.

An introduction to rural surveillance is also given with demonstrations on camouflage & concealment and the construction of simple rural observation hides.

All rapid deployment covert camera equipment is supplied for this training and we can advise on the latest equipment available.
